If you were going to buy a cps 2000, used and with no strap but still working, how much would you pay maxium for it?

I'd pay max $90.

As I already have a couple, I would probably only be willing to pay $50 at most. However, a lot of people seem to be paying >$100-200 USD for used CPS2000s on eBay. Of course, price people may be willing to pay also depends on whether it is an original or the re-released version with the smaller CPS chamber.
