What does this key terminology mean exactly in the ISoaker water blaster reviews? I'm not native to the English language and Wikipedia does not help much either in this case.

Wikipedia is giving the law-related definition, not the standard one.

Basically, related to how heavy/hard-to-hold and how movement-limiting a particular blaster is. Somewhat subjective, of course, as different people may find particular water blasters easier or harder to wield than others.
