When you go to someone's member profile, there's an option to rate them, 1-5. Some people must not like you, to rate you that low. It's too bad. It's a great system, however sometimes bothers me in that I currently have a 3.66 rating, I think, and I wish I knew what I did wrong, to offend or wrong whoever rated me as low as I am now. I'll never know, probably.
@hydroblitz: cobralex297 pretty much summed it up. Member rating is done anonymously by other members. I can only assume members just rate others based on general post content and post "vibe". Member rating generally does not affect anything else really unless a member is causing notable problems on the board. In that case, member rating may play a role in what action would be taken to discipline a problematic member.

Ratings do not really reflect reputation well, unless you have a lot of ratings. I have 6 5's and a 1. Of course I don't care about the numbers, because I can do magic tricks [the "disappearing" trick comes to mind] if I suspect you gave me a 1...
[Just kidding though]. If you post well and don't cause any problems, you'll find that bad ratings will be diluted over time.
