Ok, this doesn't appear feasible to do with water, alone, but it is an interesting, albeit currently limited usefulness property of some liquids.

Whoa, maybe this explains why certain liquids act as they do. Like when you spill tomato sauce, it spreads out in little droplets.
EDIT: And crazy video.
