Hehe. If I was in that situation, I would spin myself around the flagpole, dodging the stream while keeping my hand on the pole, then I'd quickly jump away from the flag and start firing. I think the Sneak Attack can outrange the Steady Stream, so I'd probably easily soak him, then I'd run back to his spawn point and take revenge! (Probably not in real life.)

Screw the Armor Dillo and build a VHS. Anyone with nothing but a piston pumper who's being camped by a VHS is pretty much screwed and can choose to give up/eliminate themselves from the game lol.
Of course, in MY games, the spawn point radius is very loosely defined, and players can just charge the hose and attack it. If they're out of water, I'd consider it fair (in a long-term game) to take some time-out from the game to refill, then respawn after re-arming.
