It's a parody of the Camp Super Soaker commercial for the XP85. Their commercials used to be much better when not plagued with crappy music.
I should make one that hooks up to a backpack that holds a 200 stacked 12"-helium balloon CPS PC, muahahahahaha.

I lol'd at all the people who just thought of it as a Water Fight Riot Shield, and didn't pick up on the reference to the torture technique known as Waterboarding...
