Somehow, this crowd control device reminds me of some homemade designs I've read (well, apart from the sliming aspect). 
Not sure how good a crowd-control measure it'd be. Heck, how could the enforcement officials even be able to arrest anyone in a slimed group without getting slimed, themselves, when even vehicles lose traction?
