Sadly, I really do not believe you will be able to find a CPS 3000/3200 for that price, especially considering that's less than they were selling for in some places originally.

You'll have to wait until winter and even then you might be searching and waiting quite a while.

If he's up for modifying water guns, he could get a cheaper CPS model and do a backpack modification. It's fairly easy, but yeah, you can't match the understated styling of the CPS 3000 and 3200.

While the exact price escapes me right now, I bought my CPS 3000 for about that price or cheaper off eBay. It's worth noting that my CPS 3000 was missing a backpack and had an significant unreported leak.

You'd probably have to either be lucky or come across a water gun in need of some work to get one of these that cheap. Or you could look to some of the other options available. Good luck.
