It's been down for awhile, but I finally found the newest Super Soaker Parts Order Form.
According to the page, you just need to "Print this order form and send completed form with payment to the address or fax number below."
Sadly, it's for "US Residents ONLY".
I'd love to get a bunch of the Universal CPS Straps, though. Oh well...
