Tactics are implied with users. "Users" includes every user-based stat like experience, tactics, skill, reflexes, etc.

User: 9/10 Users do all the work. But an Arctic Shock will stand little chance against a CPS 2500.
Gun: 6/10 As seen above, guns play an important role.
Surroundings: 5/10 Your environment can be used to your advantage (dodge behind trees, etc.)
Weather:4/10 Don't want to have waterfights in the snow, now do we? :p But weather seriously affects visibility.
Weight Carrying:6/10 Important to be mobile with your gun.
Other supplies: 3/10 depending on what ou're carrying.
Luck: 0/10 All skill, baby!
Tactics: 9/10 Tactics win wars.
