You can't use a wire there because it has no compressive strength – only tensile strength. A rod would work better here because you can push the other way from the outside and close the valve again.

I'd just use an O-ring sliding in 1/2" PVC.

Why do you have two seals right now?

I would also caution you not to write off every Canadian Tire store in the world. What these guys did is hopefully not too common, and I remember the franchise was selling CPS-line water guns as recently as a couple years ago—so they may be useful in the future.

Only if you need to. For a given water gun, there's a maximum pressure that it'll reach. There's a pressure at which something will break. And there's the pressure that the safety valve is set to. Ooh, those arrows help a little. And the picture of the Hydro Blitz valve assembly helps, too...I'm seeing why cantab suggested a similarity in the thread you linked to. In the Tiki picture, there's a metal rod that goes off the bottom of the window that matches the black rod in the Hydro Blitz pict...

CPS 2500: Open it up and see what's wrong.

SS 100: Are any tanks, tubing, etc. cracked and leaking? Or is it just cosmetic? At any rate, putty epoxy should do the trick.

No, you can get as little as one foot (30 centimeters) of latex rubber tubing at a dollar or so per foot (depending on the size, of course). This is definitely a good candidate for latex rubber tubing if you live stateside and can pick tubing of the right size. Custom lengths, as much strength as you want, etc. You'll need to be a bit creative in mounting the bladder and finding a casing, of course.

I've never seen a stock water gun with a bore over 3/8". Look at the pull valve on the page I linked to: the valve may be wide , but the hose doesn't surpass 1/2". A trigger for a 1/2" ball valve is no big deal; a 3/2" pull is what I'd expect to see, in a stock water gun. Homemades are another issue...
