Damp, a small lightly wet area no larger than a tight fist. TTD 5-10 min

Wet, a semi saturated area larger than a fist. TTD 20 min - 1 hour

Soaked, a completely saturated area of any size. TTD 3 hours - days

When you're wearing 100% cotton, there is only completely dry and completely soaked.
