That's an odd-looking "Super Soaker," of course. It looks more like a spring-loaded Nerf gun than anything else, with the charging handle in the rear.

It looks like it could be a bazooka with the pump handle in the rear. Of course, such a blaster wouldn't be able to do that anyway.
Oh, and cold air would break up the plastic anyway. (if it was pressurized instead of piston) =p

FoxTrot has always been one of my favorite cartoons. Good humor, and a little geeky...the drawings are a little obtuse at first, though. The upside-down noses, for example, used to bother me a lot.
