Rule Set
---------------------------
5: Referees / Moderators (optional section; mandatory for Tournaments)

5.1: Definition / Role
- a Referee / Moderator is defined as someone who is not a Player or a member of any Team, but acts as an objective observer to help keep score and solve Player or Team disputes

5.2: Choice of Referee/Moderator:
- Referees / Moderators should be a person who is considered honest, fair, and not partial to any team
- Team Commanders and/or the majority of Players must agree with the choice of Referee(s)


5.3: Referee Duties:
- Referees must act as impartial observers to the game
- Referees must have a full understanding of the set game rules for a particular water war game
- Referees must be quick at making decisions to resolve Team/Player disputes
- Referees should avoid being accidentally caught up in Player-Player interactions
- Referees should not give away the location of a Player through watching, talking to, or interacting with unless a timeout has been called to solve a dispute


5.4: Recommendations:
- for larger battles, multiple Referees should be used to help patrol the expanse of the battle grounds; Referees should be assigned to patrol a specific area to prevent overlap as well as undercoverage of battleground spots
- Referees should try to keep within seeing range of each other if possible

I don't think mods/refs are used in other war games, including paintball and airsoft. Perhaps it's because determining hits is harder in water wars.

Not much to say here, if there are going to be refs/mods, it'd be better if they filmed the war as well, it gives a good opportunity to do thiings that can't be done by a player.

I think that the point of having the mod/ref is to keep the game fair. If you got hit in the chest about (fist-sized), and someone said something like <You have to go to jail! I hit you!>, you could say something like <No, that was a previous hit>.

Rule 5.3- There should be at least one moderator to watch each team, to keep gameplay fair. There should be a moderator/ref where the people who are "out" have to go, to be sure that they stay where they are, and that moderator should keep track of the score too.
Just a recommendation, but feel free to add it if you want

Updating shortly; good ideas here.

As noted, Referees are optional, but I know some would like to have them and want suggestions on how they can be used during a water war. For any real tournaments, Referees/Official Observers would be mandatory to prevent cheating.
