The problem, of course, is that you can only use their balloons, but it's nice that most of the work is done for you, and not a lot of portability is sacrificed. Of course, these are much trickier to fill on the field unless a homemade is available. (Or something else with the necessary adapter.)
Still, it's one water balloon problem out of hundreds that's been solved.

17 days left to go for funding. The rewards levels are not very much for the funding levels: $15 for a 100 pack. Hopefully, this isn't reflective of the final retail cost. (The description mentions that they want to drive the price down as much as they can.)
But as for when it'll be on shelves, they're looking at 2015. However, a few Kickstarters have had a history of... issues and delays, so if something goes wrong, it may be delayed by perhaps a year. This one seems to be in very good shape though, so I expect them to make mid to late 2015.
That said, given the way retail seems to work, we may not see these until 2016 in stores. I'm sure they'll be available from various online retailers before then, however. (i.e. From Amazon.)

I actually saw a really cool balloon filler /knot tying thing at a dollar store a few days ago. Not the same thing though...

This has been discussed before, it was on Kickstarter. It's a cool idea, but look at the price and lack of reusability. It could be nice for setting up a WBL round in minimal time at a big event, but is too expensive for daily/regular play.
