I've tried before, but they aren't tight enough to pop.

Does anyone know how to make a water balloon about 2 inches in diameter maximum tight enough to pop on impact like a normal size one? I was just thinking to use some kind of roller to speed up the tightening process and just tie it up with a rubber band or something.

I have manged this before, tie a knot in the top of the balloon before filling, then tie the neck as usual. the top knot makes sure the water holding part is stretched enough to pop on impact
