The CPS 1500 I just fixed is doing this, and it seems to be normal. Excess water comes out of the laminator and then drips out the end.
At first there was definitely water spraying out the sides of the O ring, but after tightening the selector that seems to have stopped.
My friends call me Nader. My foes just run.
I find 'em, I fix 'em.
